Our Public Transport team has for many years advised a variety of Passenger Transport Executives and other public sector bodies in the North of England on a wide variety of issues, notably procurement of trams, tramway infrastructure and tramway operations, bus stations, bus stop shelters, real time passenger information systems and smartcard ticketing.
In particular, the team has advised Transport for Greater Manchester (formerly Greater Manchester Passenger Transport Executive) on all aspects of the Manchester Metrolink system, including the procurement of the operator and maintainer of the system, the procurement of ticket vending machines, a fleet of new trams and the design and construction of the extensions to Didsbury, Rochdale and Ashton-under-Lyne that are currently under construction. In doing so, Pannone built on its track record of advising on the successful extension of Phase 1 of the Metrolink System to Eccles using private finance and in the past year we have also been instructed to advise Centro, the West Midlands PTE on its proposed expansion of the Midland Metro tram system.
In the context of smartcard ticketing arrangements, Pannone advised ITSO on its licensing framework and constitution and has acted for both Transport for Greater Manchester and South Yorkshire PTE on public transport smartcard schemes. The team has also advised the Northern PTEs on their participation as joint signatories to heavy rail franchise agreements, arrangements for investing in new heavy rail infrastructure and other heavy rail related matters, as well as the drafting of concessionary travel schemes, concessionary reimbursement arrangements, the Transport Act 2000 competition test and various agreements with bus operators and Network Rail.
