In order to improve lift safety, regulations on existing lift safety put in place provisions for maintenance measures for around 450,000 lifts in France, 60% of which are more than twenty years old.

The regulations are to be introduced in 3 phases:-

  • 31 December 2010
  • 3 July 2013
  • 3 July 2018.

Good news for increased safety in old properties!

These new regulations not only involve obligatory technical inspections, but also an increase in the frequency of technicians’ routine visits and other service calls, which are an inherent part of stricter reporting and planning conditions for maintenance operators.

Since the first phase of the regulations was introduced in December 2010, serious and fatal accidents have been reduced by nearly 40% (@FrnchPropLawyer).   Accidents occurred where the measures were not yet applied. 

Buying or own property located within a development?  The syndic (managing agent) should raise the change of legislation at the Annual General Meeting of co-owners so owners can vote in relation to any works. 

Details of the lift maintenance contract should also be included in the “carnet d’entretien” which is the record of maintenance works kept by every syndic.
