Following my blog on the Rochdale child sex ring which highlighted the problem of children being sent to care homes outside of their own local authority, I read today in the BBC News about planned reforms to help ensure the safety of children in care.

One of the proposals is for new regulations to make it harder to place children in care homes outside their local authority area.
